Do the laws and legislations differ vastly country to country? I am thinking specifically of Australia, but any info in general would be appreciated - cheers!

Specifically for Australia, the short answer to your question is yes...but if you are thinking about emigrating to the country then you will need to have relevant work experience to support your application.

Human Resource managers have their skills assessed by the Australian Institute of Managers. To satisfy the level of qualifications, training and work expreience for a professional manager assessed by AIM, applicants must hold a senior management position.

A record of proven management achievement over a period of five years or more in a senior management position such as a chief executive, general manager or senior functional manager who delegates authority to several other managers who hold positions requiring the delegation of work to several other positions of a supervisory, technical or skilled nature.

The years of experience may be reduced if the applicant has qualifications in management studies or business administration assessed as comparable to an Australian Bachelor, Post Graduate or Master degree, or in a discipline relevant to the field in which the manager is working. This applies where the qualification concerned has been completed immediately prior to, or within the relevant time frame of years of management experience being assessed. The Country Education Profiles prepared by the National Office of Overseas Skills Recognition are the basis for an educational assessment.

To emigrate to Australia (which is what I presume you are looking at) you need to take the points test to establish whether you initially qualify to emigrate under the Skilled Migration program.

The points test will seek to give you an overall score based on:

a)Skill; If your occupation is on the skilled occupation list, it will be scored at either 40,50 or 60 points. For occupations where training is specific to the occupation, you will generally gain 60 points (HR managers are a 60 point category).

b) Age; Australia is looking for migrants who can provide lasting benefit to the country, and as such limits the age at which you can apply to emigrate under the skilled migration route to 45. You will gain most points (30) aged between 18 and 29.

c) Language; preference is given to those for whom English is their first language. Maximum points for native English speakers.

d) Work Experience; this is more complicated but generally you need to have worked in your nominated skilled occupation for 3 out of the last 4 years.

e) Occupation in Demand/Job Offer; If your occupation is on the Australian Migration Occupations in Demand List(MODL) and you have a job offer, you can gain 20 points. If you are on the MODL but do not have a job offer, you can still gain 15 points.

f) Spouse Skills. Your wife/husband may also have a skilled occupation that can earn another 5 points towards your assessment.

As well as this you will be required to have a health and character assessment.

Yes it is recognised abroad.
But the laws & the legal terms wiould be different for which you might have to take a seperate course or consider expert counsel.
Most companies have good legal dept who would handle this for you.
