Do you need a Learners permit before driving the car provided in Driver's Ed?

Pretty much what I'm asking is, at any point before they get behind the wheel, must they have a permit? Furthermore is it illegal to drive in Drivers Ed without the permit.

Nation wide the Learner's Permit is proof that you have sufficient knowledge to get behind the wheel. It and a licensed driver are required to be in the car whenever you are driving. (What age and experience constitutes a "licensed driver" varies by state.)

In my state, I don't know if it is different else where, you are required to get your permit before you can drive in DE.

Here, you are allowed to take the test at class and get it there. Most of the time, the first few weeks is concentrated on getting everyone their permit so they can begin..
