It's an informal way of saying hello or goodbye. Kind of like the way we say "Sup" or "hi". Also very similar to Italian "ciao" and Hawaiian "aloha".

It is a casual hello, for friends and close family, almost like Hi.
For formal greetings, and people you dont know yet, it is still Bonjoir.
So: Best friend: Salut.
Your boss: Bonjoir.
