Because it would have to be super cold to freeze the entire thing. Think of it like this: to freeze all the oceans in the world to the base, it would have to be cold on a unimaginable scale. At that point, being anywhere in the world would cause you to freeze instantly.

For a pond, when the warm water rises to the surface, the heat escapes from the surface, so the water freezes.
The water below is better insulated by that layer of ice and the surrounding earth.

The water may reach below freezing temperature, but still can exist as liquid form, in this case it is known as a supercooled liquid.
