Unless you are performing some rather unusual gymnastics while masturbating, it's not going to cause a hernia. But if you already have one, straining or bearing down while doing so might make the hernia already present more noticeable or extrude more.
You could also have an inflammation called epididymitis causing the discomfort or another condition like a variocele. Persistant discomfort in the scrotum needs to be addressed by a physician.

Better get it checked. instead of assuming something and wondering.....
During my teens when I started masturbating I had this feeling because I had some problem.. I was afraid to see a doctor thinking that my secret act of masturbation will be found out..............but after a few days things came back to normal....

Depending who is doing it if it is yourself NO.If it is a giant Hand or big Head hanging on it outside your Bed YES.
