The closest a human is ever going to get to maintaining his/her body entirely above water is the same that is achieved when people bare feet water ski. A human would need that same initial velocity as those that are dragged behind a speed boat, and once on the water, there is no human motion or surface to propel from to sustain that speed for any considerable length of time.
So at any speed that a human can sustain above water, No.
At speed provided by a machine, and sustained by machine, that would be bare foot water skiing, other then that nope.
No flying tiger hidden dragon stuff, and no amount of meditation or prayer is going to sustain a human above water, at least the current bread of human. Who knows one day maybe well have wings and webbed feet, ducks do an interesting pre-flight and landing water act.

yes but with really large shoes, walking on water requires that our bodies do not pierce through the surface of the water, for that reason, wearing large shoes made up of wood, or any other material that floats could distribute our weight on the water surface, making it possible for water to support our weight.
or you could freeze water and walk over it.
