Absolutely not. Would require moving aproximately 90% of the worlds major airports at vast expense as a response to something that has happened only once. As for the missile defence, even if such a defence had been present in NYC on 9/11, it would not have helped, as the condition of the planes was not known for certain until they hit the towers. The chances of accidentaly shooting down a jetliner would require rules of engagement so strict as to render these rather expensive defenses worthless.

But then, there'd be no city airports either. To get from Glasgow to London for example, you'd have to fly from Montrose to Harwich maybe. It'd be easier to grab a boat or a train all the way.
Of course, trains should be fitted with missile defence systems, to vanquish any gadge tempting to cross the track at the last minute, and boats should have portholes with cannons as well. Since Pirates of the Carribbean, there's an increased chance of meeting a rum-drinking longhaired hippy swashbuckling his way through P&O and DFDS riches. I am not sure what could be done against ghostly raiders though. Maybe a laserguided missile system out in space could help - let's build one anyway.

Maybe stop the airlines from flying over cities would be good idea, but the missile defence isn't so good idea, it could turned against its creator.

All airports should have been built outside all cities. It would be very easy to have an express shuttle to the centre of cities.
But, this would probably bring the wrath of the countryside folk down on the government, so it`s a no-win situation....... :-)

Would you be prepared to pay huge increases in air fares to cover the longer routes? It's a good idea but would probably be too costly to put into practice.
