Once you insert the plug and play cable into the slot it gets powered up(that's why you feel a jolt when you touch a USB port when the PC is on) and sends a signal via the interface. The computer then realises that a device is draining power and if the signal matches, that it's a USB compatible device.
So it authenticates and allows synchronisation and/or transfers.

To detect a USB Cable for an XP OS u just have to plug in the cable and it will detect it
for win 98 u will have to install USB driver first in it that came with the data cable

well itz very simple if u plug in ur usb flash drive on ur c.p.u ull get noticed automatically ,if u have stil doubt got to my computer then right click go to properties ther u will get noticed abt the flash player on device drive is attached if u stil have any doubt then do one thing restart ur computer the computer will notify ur drive if it were attached
