All of California gets a moderate amount of precipitation in the winter (and in the mountains that precipitation is often snow). On winter nights, the inland valleys sometimes get very foggy, resulting in extremely dangerous driving conditions on Interstate 5. During the rest of the year, it's generally sunny except along the coast, where it's sometimes foggy or cloudy, especially in the mornings.

Mark Twain swore the coldest winter he ever spent was June in San Francisco. But the months such as July - mid November usually make up for it. Mid November can be nasty as can February and January is usually cold and dark. March will make you believe leaving bed is a screwed up idea, and April does bring May flowers. Other than that, yeah its sunny ALL THE TIME

It is usually foggy along the coast of San Francisco in the summer, and occasionally foggy the rest of the year.
There is June gloom in San Diego, where they are hit by some serious cloud covers.
Believe it or not, it does rain in Southern California.
So, the answer is NO, it is not always sunny in California.
