if you have taped from the tv you have broken copyright laws in any event-it is forbidden to copy or reproduce any recorded material without the owners permission-but so many people are doing it nobody bothers to take action. this is why some vhs cassettes and most dvd's have what is known as a "copyright management system"-this stops the material contained within from being copied-same as with the tv-because your video can record programs it does not give you the right to copy material thats being broadcast-but i wouldn't worry too much about it.

I think you need to question the credibility of the person who said this. I've recorded things off television before, and I have never heard of such a thing. Besides, there are the VCR+ codes for many of the programs that allow you to easily record without having to program the VCR.
I do remember a few years ago there was some kind of talk of creating technology so that certain TV programs would not be able to be recorded by VCR's (something that would filter through the TV, but scrambled the signal in the VCR). But that talk ended almost as quickly as it was mentioned.

Incorrect. There actually is a U.S. Supreme Court decision saying that taping for viewing at a different time than the original broadcast is legal.
The vote on the case was 5-4, the majority holding that since there was a significant likelihood that substantial numbers of copyright holders who license their works for broadcast on free television would not object to having their broadcasts time-shifted by private viewers and the plaintiff copyright holders did not demonstrate that time-shifting would cause any likelihood of non-minimal harm to the potential market for, or the value of, their copyrighted works.
