Certainly Bugs Bunny (assuming you mean series) but really Loony Tunes, in general, as who could leave out Foghorn Leghorn?

Simpsons would certainly claim a high spot, but they've had many bad episodes too.

Speed Racer stands out as a great cartoon.

Woody Woodpecker had some great moments.

Someone mentioned X-Men, and heck yeah, that was good.

I'd vote Looney Tunes (better than Silly Symphonies and Merry Melodies). Although Chuck Jones certainly put out some bad ones.

Certainly any of these would be better than the horrible ones that are remembered fondly b/c people were kids: Scooby Doo, Hong Kong Phooey, Grape Ape, Globetrotters, G-Force, GI Joe, Transformers, He Man, Pokemon, etc.

By using the word "was" do you want cartoons that arent on TV anymore?

If not, The Simpsons is the best all time cartoon.

If so, then Id probably say Tom & Jerry as well :o)

"TOM AND JERRY"
The Tom and Jerry comes from the 1821 book, Life in London; or, The Day and Night Scenes of Jerry Hawthorn, Esq., and his elegant friend, Corinthian Tom, by Pierce Egan. This book was very popular and to further publicize it, Egan named a version of Egg Nog, the "Tom and Jerry". Pubs were even called "Tom and Jerries" for a while during this period.

I think my #1 is the Tom & Jerry episode where Tom sings "Is You Is, Or Is You Ain't My Baby". I watch a lot of cartoons and anime, but that one always stands out for me.
