It's rude to touch people that you aren't familiar with, and it's even more rude to flirt when someone is obviously with their significant other. I'd call her some nasty names in my head and pull him closer to me if I was there.

If you trust your boyfriend don't worry about it but check to see if he noticed. You don't want him thinking that you're obsessive. Some people are more physical than other's naturally- like people who talk with their hands- they don't even notice that they're doing it. If it's something that happens more than once then you and he needs to stay away from Miss touchy-feely.

she showing a little to much intrest dont worry to much just watch his body language in the response to her touches, if there seems to be a postive reaction take some prevent steps,
