This dude can dribble like a winger, can pass like a attacking midfield, can take awesome freekicks, excellent PK shooter, fine header but not the primary weapon, unbeatable speed, and crazy creativity. However, his finishes aren't as deadly sometimes...
Therefore, I will say the following
By the standard of Center Forward, yes.... he is the best foward.
Besides that he did lead Arsenal to an unbeaten record (well thanks to Vieira roo)
As a striker, there are some people better than him, but no more than 2.
