when i was in the water, i climbed a wooden floor with a ladder but i don't know how to climb up.

Actually if you were referring in Wikipedia,
they said... "On foot, the player's character is capable of walking, running, swimming, climbing and jumping, as well as utilizing weapons and basic hand to hand combat. "
but they failed to specify the real meaning of climbing. They mean climbing the walls not climbing the ladders.....

You can't climb ladders on GTA San Andreas although you can get out of the water and jump onto walls etc. you can't climb ladders. sorry!

you can't climb ladders in GTA San Andreas... maybe this feature will be available in one of the upcomming GTA's... what you have seen with the ladder is a game script... so, in conclusion, you can't climb ladders

I don't think you can climb ladders in San Andreas, cuz I remember a joke that went something like:
Guy from GTA 3: "...."
Tommy Vercetti: "Ha! I can talk!"
*Guy from GTA 3 looks down in shame
Guy in San Andreas (forgot name): "Ha! I can swim!"
*Guy from GTA 3 and Tommy look down in shame.
Next GTA protagonist: "Ha! I can climb ladders!"
The others look down in shame.
