is there a way to make your computer read japanese letters?

You need to enable the support for East Asian Language support if its not.
these steps are for Windows XP OS

Go to Control Panal ----> Regional & languages Options
then change to the Languages tab check on the "Install files for East Asian Languages" if its not enabled, make it so. it might ask for the Windows installation disk.
if u want to use japanese keyboard u need to install the japanese characters set. for that go to Advanced in the Regional & language options & click on the Advanced button then install the japanese character set

Not hard, just install Language Packs, but the other side of the coin is that the website you go to must declare it is using Japanese encoding to turn on that language.

I think you can trigger that automatic installation by going to a site written in Japanese language such as Yahoo Japan in Internet Explorer.
