I would like to know which state decides and grants visitation rights. Is it the state that the appsente father resides
in or the state in which the child and the mother who has custody resides in?
we were never married and he left before his son was born and he was just ordered to pay support. His son wants nothing to do with him. His father lives in tx and me and my son live in fla.
