Yes, and the wealth creating sector (private sector) will end up trying to keep the feathered bedded public sector in the manner to which they have become accustomed. You are quite right, they are in hoc to the unions, but also, they are afraid of the public sector workers themselves, who largely vote Labour, and have more than their fair share of left wingers amongst their ranks.
It is one of the main reasons that the public sector continues to remain inefficient, bureaucratic, politicised, riddled with a PC culture - obsessed with race, disabilities, feminism etc. The public sector, of course, can afford to indulge in this sort of social engineering. They have lots of staff/time/taxpayer resources. That's what you can do when you have no competition.
It is the main reason why the public sector remains un-reformed, no Government dare take it on. It will take a taxpayer revolt.
