A stimulus is used in conditioning a behaviour. It does not serve as a reinforcement or punishment. It is followed by a reinforcement or punishment. A stimulus do not have a direct effect on behaviour. It is only after conditioning than the stimulus invokes the desired behaviour.

A stimulus can be either pleasant or unpleasant. If you are given a pleasant stimulus for doing something you should it is a reinforcement. If you are given an unpleasant stimulus for doing the wrong thing it is punishment. Kinda simplified but thats basically it. You got the belt for drawing on the walls with crayons as a kid and a cookie for cleaning your room. Simple as that.

It's a little bit of memory implant. eg. ring a bell each time before you serve your pet dog his food. The next time u ring a bell, your dog would start salivating as he thinks his food is coming even before he sees his food.
