The melanocytes that produce the pigment located at the base of every hair follicle start to shut down in old age (as do a lot of things) and as older dark hairs fall out, they are replaced by white hairs.

Melanin., which colours our skin and hair stops production with age in the hair follicles and this makes our hair white. Not the skin.
