It already had custom headers because nothing else will fit on it while its in a 1990 gmc sonoma (S15).

I see you already have the headers. You can set up a cold air intake and free-flowing exhaust. Beyond that, the next things to do would be cam and manifold upgrades. There's some cheap but effective cams on the market. As for the manifold, the stock TPI is kind of the equivalent of a two barrel manifold, designed for low RPM torque on a 305. There are aftermarket manifolds that flow a lot better. If you're on a low budget, you can just replace the runners with a siamesed set from SLP.

first off cheep is dual exhaust headers 4 barrel mild cam the it gets costly

Install a K&N air filter. it will help by a little but it will help.
Be shure you follow the instructions on how to install.
