There are many ways to calculate load on a network, how it is done depends on the monitoring point and the type of network.

Check SNMP; beware it is Simple Network Management Protocol not SMTP (Simple Mail Transport Protocol, that's e-mailing)

There would be tons of client software to read off SNMP information.
