Is it possible to recover an email address name if the IP accont is closed?

Simple as that folks - let a friend set up an account on my connection, had a little falling out and I deleted his account. Tried to reinstate it but cannot seem to re-register him with the same email name

If it's something like AOL or YAHOO or MSN you could contact customer service and they can reinstate it for you. Most ISP's reserve used e-mail addresses for a while even if your account is closed in case you decide to reinstate it.
