You need to begin a secret harassment campaign against her that only you know about and no one can prove. Destroy her privacy, her comfort, and security. When she's not home take apart her door locks and break the locking mechanism inside, so the knob works, but the lock doesn't. Super gluing the key hole is too obvious. It has to look like chance mechanical error. Then put urine on her bed and say the cat was sleeping in there and often pees on your bed too, which is why you have a plastic mattress pad (buy one). Spray a little water down the back of her computer or radio or TV until they're all broken. Take apart her phone and bend off one of the little electronic things inside. Thump her lamps until the light bulbs go out. With the door lock not working, anyone could've done it. Kids, the dog, ghosts? Keep telling her you think someone in coming in the house, either a stranger or that there's a ghost. Play loud thumps at night from a RF remote controlled speakers for an Ipod type player you hide in the attic, under the insulation. Now that's harassment!

It would help if you knew what she was scared of, her worst fears. Then exploit them. If she's not scared of ghosts then making ghost noises probably would make her more curious than scared.

you need to talk to your husband that you are comfortable of the situation. If your husband is too shy to tell her theN tell her directly that THIS IS MY HOUSE AND I WANT PRIVACY. And maybe she can find another place where she needs privacy as well. Tell her exactly that you are not comfortable . Eventually if you don't take the first step you'll end up picking her garbage and what is so frustrating when these people they will abuse you in any ways in any how. So simply start it now !
