anybody know a site that is legal where i can get the html coding for web page backgrounds?

There are TONS of them out there. And they all cater to different needs (whether it's your own webpage, or for something like Myspace, Livejournal, Xanga, etc).

One of my faves that caters to all of the above is createblog.com.

Your best bet is to do an internet search for "free website coding" or "free website layouts".

Most web page backgrounds are images not code. Just do a search on "Free web page backgrounds" There's millions of them.
