for me, it doesn't really matter because i can work under any circumstance..dim light, bright light, dark,etc..
i try to plan these intimate moments around my loved one. set up a romantic evening for her, lit candles, place roses on the bed.

That depends. Lights off for sensation amplified by imagination. Lights on for spontaneous arousal.
