To clarify, who would I have to contact to have a Landlord investigated for violations of Landlord/Tenant laws?

The contract that you signed will stipulate the regulations binding your contract, if you think these have been broken contact a solicitor and have them deal with it.

Contact the ombudsman and ask the question. Then, you'll have a lead in the right direction. It's not the same in every State. Or, see if you can find some Tenant Action Group by where you live.

By the way, get a newpaper, and have someone hold up a 12" ruler and take photos of the violation(s) in question. Hold on to the newpaper and have the photos developed commercially (keep receipts). You may want to use that in court as evidence (yes, photos, even digitally taken, are accepted as court evidence).

Call a lawyer. Your city may have a legal aid office. You can call either one and ask questions usually without any fee. I know allot of Landlord /tenant situations are governed by what ever is in the signed lease agreement. If you signed any rights away a court won't help you change it. Read you lease. If it violates your rights as a tenant, don't sign it and don't rent from that landlord. Once you've signed the lease you have to stick to the arrangement!

It will vary depending on where you live but in any city you can call the local HUD office and they can refer you where you need to go. 9 times out of 10 it will be them handling it to begin with. It also depends on the nature of the complaint. If it is sexual harrassment, a landlord that won't fix things, etc. I could help more with more info.
