Intelligence, then personell... All the most powerful
weapons in the world cannot stop a really dedicated
enemy...If you know who, and where the enemy is
you are way ahead of the game.
That is one of the big reasons we are not doing well
in Iraq. We do not know who the enemy is.
We have million dollar bombs that are doing us no
good, while our troops are dying from homemade
bombs...

The greatest weapon in warfare has always been and will always be psychological warfare. It has proven more effective than any other weapon. If you say a nuclear weapon, you are partly wrong. The weapon itself did not end the war with Japan in 1945. It was the fear of it that ended it. In WWII a young soldier convinced nearly 1000 Japanese soldiers to surrender to him by telling them that they were surrounded by 1000's of US soldiers and that they would be treated fairly. He was alone. In Desert Storm, thousands of Iraqis surrendered to US troops due to pamphlets and broadcasts by US forces and the fear of the Republican Guard behind them. A properly waged psychological campaign can decimate an enemy's forces without firing a single shot. The will be unable to fight effectively, make command decisions, even the chain of command will break down. It causes the least loss of life and the most damage simultaneously. Most nations have Special Forces. These units exist solely for the psychological warfare purpose. They can strike anywhere, anytime with little to no notice. They can kill a single soldier with a sniper rifle or blow up a POL dump (Petroleum Oil Lubricant). They can kidnap high ranking officers, detonate a weapon cache, and even train indigenous people to fight. Mao Ze Dong said, "Guerillas never win wars but their enemies often lose them." An effective guerilla campaign can disable the ability of an enemy to strike by crippling supply lines, destroying morale, and eliminating the chain of command. Basically, to sum it up the best weapon is in layman's terms terrorism. Look what 9/11 did to us. We feared nothing prior to it. But afterwards we became very aware and frightened of terrorists. The United States, Britain, Israel, and Russia have used terror tactics for years.
