The same way Richard Nixon got the name "Tricky Dick" or the way Oklahoma got the named the heartland after the bombing (IE. Bombing in the heartland) the media comes up with those clever little catch phases as part of their back drop while reporting the news or they are introduced in the press by writer covering a story.
