It's very unilateral definition.
the police institution is not against the lawful, rather it's the instrument to put a check on the lawless. If there was no police...you wouldn't be in a position to even have the things you have with you at the moment. Everything would be looted...and only the might would've been survived...and that might not be justice to all.
......One more thing...those who are lawful...have no reason to fear the police.

My agreement with you on this point is total. Justice V.R. Krishna Iyer, noted judge (Retd.) of Supreme Court of India had once remarked while dealing with a case involving police high handedness "Police is the most organised gang of criminals". In today's India, police has been reduced to be private army of party in power. In states, it is party running the state government. At centre, it is CBI which acts as private army of party in central government.

It's defamation of police (for lots of valid reasons though), not definition.
The question is "why are 'shareef' people afraid of police"? My dear, in this world only 'sharafat' is not enough; some 'himmat' is also essential to live with respect.

Mujhe lagta hai ki ye sahi hai kuki police aajkal apni duty karne ki jaghe jeb bherne per jyada lagihui hai. Kai logo ko shikayat hai ki unki complaint record nahi hoti.Kai bar real badmash aur gunde bach jate hai.
lakeen mai ki imaandar policewalo ko be jaanta hu jo ki vaaki mai dedicated hai apni vardi ke khatir.
Dost maaja aagaya apni lang. mai baat ker ke.Hum jaise kuch aur log ekathe ho jaye to hindi ko es world me global bana denge.

arre yaar! goli maro sarkar aur police ko!is duniya mein sharif koi nahi hai aur yahaa rehna hain tho kabhi kabhi goonda bhi banna padtha hain!
