Assuming you mean in the UK: Guest House and B and B are really the same - you pay for a room and breakfast, other meals may be served but optional. 'Guest House' is not a fashionable term whereas Bed and Breakfast is now quite trendy. The prices can vary enormously as there are now some luxury B and Bs competing with hotels, especially in London.

A guest house is like renting a cottage or flat.... a bed and breakfast is like renting a motel room only the motel is kind of like someones home in some you share the bathroom with other guest some have bathrooms in the room and you usually get a complimentary breakfast with the price Bed and Breakfast will usually be the cheaper of the two

They are more or less the same thing. My parents used to run one and they called it both.
Technically, I think the difference is supposed to be that at the guest house you can have an evening meal but a lot of B&Bs offer them too. Both charge extra if you have the evening meal which is never compulsory.

It will depend on the individual places more than anything.
I think guest houses are cheaper, but I'm not sure. Bed and breakfasts tend to be very friendly in my experience, and worth it even if it's a bit more spendy.
