Huh?
I'm sure they weren't slow when it came to expression of a definite form of question at least. They at least accomplished something! Sometimes being "slow" at one thing leads to success!

They were slow to settle because they had some trouble establishing permanent colonies. They all kept dying, basically. Even Jamestown was nearly abandoned at one point.

I don't know how we measure slowness in settling the country, although there were a lot of native people they would have had to displace. The United States was in a near constant state of war with different Indian nations all the way up until the early 20th Century, for instance.

England was distracted early in the conquest of the new world by their efforts to settle the 'wild Irish'. Similarly, France was battling internal religious and regional wars and were slow to follow the Portugese and Spanish to the Americas.

While Queen Elizabeth granted permission to found colonies in the first English landing site (Roanoke), which was named 'Virginia' in her honour, these first attempts proved disastrous. The English fleet that sailed under Richard Grenville landed, but when ships returned to England for resupply, they were delayed in returning when English shipping was sequestered in preparation for an awaited battle against the Spanish Armada.

England had too much on it's plate at home to give much attention to some far off place filled with savages and spaniards. It was the reports of gold and vast amounts of land that got the English finally interested in the new world. But first they had to deal with insurrections at home.

The Spanish claimed the new world and their old nemesis, England, ALWAYS waited to make their claim AFTER the Spanish had established a port.
