Puerto Rico is part of the United States. It doesn't have full standing as a state, but is a protectorate.
That's why Puerto Ricanians can come to the US without any paperwork. But I have no idea why Americans need passports to go to Puerto Rico. One would assume both countries would have the same paperwork requirements.
It is a puzzlement!

You don't need a passport to go to Puerto Rico.
It's just a good idea to use one as ID at the airport.

If you are a US citizen a passport is not required because its a US territory. However, if your flight has a stop somewhere that is not part of the US, you might need it there. I would think the passport would just be a form of identification.
