I think it is a santa it has green plastic eyes red plastic nose brown bibs rainbow ribbon on bib and shoes shoes are vinyl with green soles he has green shirt and rainbow hat all of which are plush

From the information I've gathered on the net SCOA Industries was Shoe Corporation of America, which was affiliated with Hill's Department Stores in the 1980's, so I would say that your Santa was probably made around then and sold at Hill's.

Go to the Antiques Roadshow or look for their website if they have one. Or go online and look for antique dealers, but then you don't know if they are real or scammers.
