I have bought and sold on eBay and have had never a problem with PayPal. As a matter of a fact, It's my preferred method of paying and being paid.

I do get emails that look like they are from eBay and PayPal, but they are just from people trying to steal my passwords or other information. I never follow the links provided to me in an email. Instead, I go to the website myself and login and do whatever I need to do. Whenever I get one of those suspicious emails, I verify that they are from thieves and then I forward them on the appropriate security people.

I haven't ever had a problem, and both sites have dispute resolution services. The only thing about paypal is that just about every week or two I get a scam email trying to get me to enter my account info. If you set up an account with them, check every email by sending it to spoof@paypal.com, they'll let you know if it's legitimate or not.

I am not comfortable enough to tell you yes.I have never used Ebay but I once used another service and people would bid on my stuff...Then never pay me for their bid thereby deprive sincere buyers of their merchandise.I would say it is not 100% safe. That is only my opinion though.

Just don't use wireless internet if you're buying anything online.
Other than that, you're relatively safe.
