she touches my brother in front of me, am I overreacting or is she damn right disrespectful, she never used to do that?

First thing is why do you want too. Do you really want to, if you brother likes this girl why would you want to do that. If you cared for your brother you would want him to be happy. So before you get rid of her, ask yourself how much you care about your brother.

You can't, and I'm sorry but who he dates is none of your business. Even if she is the Wicked Witch of the West, if you get in the middle and that is what breaks them up, he will blame you. How would you like it if he picked who you were "allowed" to socialize with?

You speak to him concerning the bad behavior of this girl. If your living at home and he fails to correct the situation, then speak to your mother about it.
If you both live out on your own, speak with him and if he fails to correct the situation then stay away from them both!
