its not really a who or what really there is an atomic clock in washington and there is some nuclear atom that vibrates a certain number of times per second and they measure these vibrations to keep an exact measure of the time.

someplace near denver, colorado, tells everybody what time it is, they have a very accurate machine that all the atomic clocks get their signals from.
