It's Average White Band, either "Cut The Cake" or "Pick Up The Pieces" (I can't keep 'em straight) - they were a funk band from Glasgow, Scotland who hit in 1976, then promptly disappeared

It sounds like James Brown or something related like the J.B.s or Fred Wesley. Maybe this helps other answerers. Maybe ask again as "Name of funky instrumental in Letterman show ?"
