Too much soap or the water is too hard.

The white residue could be water spots from hard water. They are most notably left on clear plastic glasses, clear glasses, and silverware. If your silverware is authentic sterling silver you shouldn't be washing it in the dishwasher anyways as this ruins it.

The best advice for the hard water is to use jet dry there should be a dispenser for this on your dishwasher. The other solution is to use those oxi clean tablets or the cascade 2 in 1 gel packs. I hope this helps!

Check your water temperature. The temp. should be at least 120 degrees F. in the dishwasher. You should run the hot water in the sink until it gets it's hottest before you start the dishwasher to ensure that you get the hottest water possible to wash the dishes. If you have the option select for heated wash and heated dry whatever their terminology is.

We have the same problem you have hard water! Our water is very hard here that I gave up and started to hand wash my dishes, but this may not be an option for you. Use Jet dry that you load into the part that screws out this will help or purchase a water softner this will help as well!

I had this problem too. Add jet dry and use more dishwasher soap. Fill both of the little cups.
