Well I don't know about your whole family but I would talk to my sister first..It is her boyfriend and telling everyone else will only cause them to be all over her so you need to confide in your sister and let her deal with it without the whole family telling her what she should do..

chances are that she already knows. Now, why do you think you have the right to snitch on her??? that's what creates family conflicts. It's her life and her choice, if she chooses to tell the family, that should be on her!
