Bush couldn't plan a birthday party. He did play a role though. His role was of the incompetent boob who spent nearly half of his presidency up until 9/11 on vacation. If he had played another role, say President, he might have listened to some of the warnings from the Clinton administration and the terrorists might have been stopped.
