I'm not particularly concerned on HUMAN reaction. I just want to know, WHAT WOULD HAPPEN TO THE INTERNET? Would it completely restart? And this isn't only for computers. It can be for any and every device ever connected to the internet. So lets say that right now nothing is connected to the internet. It would be gone, right?

The internet exists on millions of servers across the earth. If every one of the servers in the entire world all shut down at the same time, then for that time being, the internet would not exist.

As soon as even one server started back up again, the internet would exist again. As each server booted itself back up, more and more of the internet would return.

If you could wipe out every server on the internet at the same time (erase all the hard drives) then it would cease to exist... until someone went and got the back and reinstalled the backup to the server.

At that point, the internet would start again.

Well, let's see. In order for the entire Internet to come crashing down it would probably take either one hell of a virus, or one hell of a big Electro Magnetic Pulse.

If it's an EMP, then we will have a lot more to worry about, because we will probably be back in the Dark Ages again for at least 10 years or so, because all motors and everything electrical will have been fried. Say good bye to all your computers and everything that was on the hard drives. Plus, any planes that were up in the sky would drop like bricks, because not only would they lose their engines, but all their instruments and their ability to control the planes too. No vehicles on the ground would work either and we would have no power.

That was the worse case scenario, so let's just say the whole Internet just gets tired and crashes. Well, first we would have to make sure all the infrastructure like the network routers are up and running. Then, the main domain controllers would have to be brought up, and then more servers are added once they are up and running. Gradually, more and more servers would be brought up online until the Internet is backup and running. I suspect, the ISPs would either be the last to bring up their servers, or they would control how many users are being allowed onto the Internet so as not to overload it while it's trying to come back up.

One thing that you have to understand about the internet is that it is not one big computer at one big place. The internet is a concept. The internet cannot be stopped, started, or shut down. When you have one computer directly connected to another, essentially you have created "cyberspace" and the more computers that you connect together determines the how much bigger your network gets. The internet is nothing more than one big computer with a set standard of rules by which people agree upon thus making the internet what it is today.

Every server on the face of the planet. Thats alot. Probabbly just turn them on again unless the hard drive got formatted. Then all data is lost that ever existed on the web.
