Fantastic question. If you see the original film, his character is not. However if you see the Director's Cut (without Ford's voice over narration) there is no doubt he is.
The Deckard character has dreams of unicorns throughout the film. At the film's end the other detective (Edward James Olmos) leaves an oragamy unicorn outside his apartment. The movie has hints of it earlier. If you look at Deckard's piano, it's littered with photographs (the other replicants, Rachel and Leon held onto photos too). Also, pay attention to the scene where Bryant recruits Deckard. He mentions six replicants escaped. Deckard only 'retires' four replicants and they mention one was killed when the replicants came to earth. What happened to the last replicant?

There's been a lot of speculation about whether he's a replicant too. I think he is. That's why the dude who does all the paper folding is always kinda down on him.

harrison i think isnt but there is doubt about it but all the other folks who shoot at him are really good movie for that but filmed in really dark places so for me its hard to follow sometimes but still a good movie
