That really depends on what you mean by swimming in oil?
Are the tips oil soaked? Then yes like others have said you need your engine rebuilt.
OR is the side that the plugwires attach to swimming in oil?
If it is that side(the ceramic end)THAT HOOKS TO YOUR PLUG WIRES, then your valve cover gasket well seals are leaking and that needs replacement and an engine rebuild will NOT more than likely be needed.
Either one can cause a no start condition.
Clean all the oil off of your plugs, and wires if they are soaked and then see if your car will start.

It means that some oil got on your spark plugs...and your car won't start because spark plugs can't spark when they are wet with oil. You need to get those things cleaned off.

You need to rebuild or replace your engine. It will cost 3 to 5 thousand dollars to rebuild. If the car/truck is not worth the cost of the repair you could look for one like it in the junkyard with low miles and use that motor. You may come better that way.
