A scar is forever the only possible treatment is a scar revision by a plastic surgeon if its a raised scar(they wouldn't bother with something like this otherwise). It can be lightened/ reduced with laser treatments or if you leave it alone it will fade over time. You could always hide it with a tattoo. Maybe some nice dolphins circling? Wait, that went out of style 10 years ago. I guess you can be happy you only have a little scar instead of a big out of style tat :)

Try Nui (Pronounced New) 100% pure coconut oil. It is a bit expensive, however it is a pure product (no chemicals) and will aid in reducing the scar tissue. Time is your best friend here, it will fade - in time. Coconut oil has antibiotic properties, and can also be used as a sunscreen, and also apply to sunburn, as the coconut oil takes the heat out of a burn.

Are you sure it isn't infected?
There is an over the counter band-aid type thing I have used on my child to help heal a surgical scar. It's called scar therapy, very expensive, in the band-aid section. They come in large pieces. Save money and cut them so they just cover your scar. It takes a long time, be patient, but it works.

You can't get rid of scars (except to cut them out), that's what a scar is, it scars. They don't "wash away" and no lotion will remove them, although they will fade over time.

Go to your local pharmacy and explain the sitauation and they should give you some sort of a lotion to clear it up or you can go to a dermatolagist as well.

f**k at least its not on your face! who cares about a belly button, but at the end of the day if youve got bank or a lazy few grand or so, and it really pisses u off, you can get laser on it.
