To clarify... she mops constantly because their animals pee all over their house. Then she throws the water into the alley which then runs into our yard. It's completely disgusting. She could easily just throw it in her own grass, etc.

Bleach is cheap, even though you shouldn't have to!!! If you can't get it on film, and then call the local health dept to find out who you contact, take HOT *** water and bleach, and throw it out there. You shouldn't HAVE to, but if the city won't do anything about it, at least the bleach smell is killing the bacteria that is causing the smell. Get it on film and call the cops and file a complaint if nothing else works.

Call your health department that is a health code violation . And it could run into your water system so please do something soon. I think they must be some really disgusting ppl to live next to yuk!!!!
