if it's taking place @ nite, call the police. The police will eventually get so sick of it, they will *hopefully* contact your landlord and force action. Either that or bang on the floor when they start the music, you are on the top floor, so you do have some advantages. Call your landlord every time it starts up, whether it is 8am or 12pm, he should eventually get so annoyed he might do something. You have my sympathy, I live in an apartment and have for years, and in a couple different ones, and I have dealt with neighbors that steal, neighbors that abuse there children, animals wandering hallways (i'm allergic) neighbors hitting my car(and not telling me) loud music, loud sex, loud exercising! drug dealers, people fighting in the hallway loudly and physically-

I recently had this problem. The neighbor's turned on their music during the day, when I would be trying to enjoy my yard. I could not stand the particular type of music they were playing, so I took a boombox out in the yard and turned it on full blast with the type of music that I like. It was successful in that, it drowned out the music I could not stand. It also seemed to disturb their music, as they would hear the noises from my music playing in the background and it really did something to the quality of their music. You know, it was like, if you have your tv up loud and you think you hear something like the phone ringing or doorbell, it makes you turn down your tv to see what the sound is that you hear. That's the affect it had on the neighbors. Their music didn't sound good to them anymore. So anyhow, try it out. GL to you.

believe it or not you can actually call the cops and they'll come and simply tell them to turn it down.
you might think that won't work..but what you then have is a noted history (from the cops themselves) that they've been a nausence.
but it also depends on the time of night. i think people can play loud music until 10? or is it 9? one of the two..and they can't make loud noise until 8 am. thats why you never see street works hammering away until 8 am.

Seems like you need to let the manager know that he is not doing his job and you need the number for the owner. Also make a police report and let your manager know you are doing this since the person is clearly a public disturbance. Lastly, you need to start looking for a place to live in case nothing gets done about the jerk living below you.

Call the police and put a noise complaint in about them... The police will ask them to turn it down the first time maybe second but if you continue to call and complain about the noise, something will be done about it!

The serious answer would be to contact law enforcement.

you go to your corner and rail with people you never met. There is allways room for retaliation. Tell um you want to be invited if they are gonna be loud and when you are there place a remote operated circuit breaker in their box, you know what to do after that.
