If you are looking for just clips, or for full shows... you can try www.youtube.com and search for what you want. (they have some pretty funny fma stuff by "fullmetalcan" of "fullmetalican" I don't remember which)
otherwise, i would suggest downloading limewire (www.limewire.com) and use it ONLY for legal movie downloads.

That all depends on what you're looking for.
For a series that is liscenced in the US, just buy the DVDs, or try http://youtube.com , searching for what you want in either English or Japanese.
For a series that isn't liscences in the US, download BitTorrent, and then go to http://animesuki.com to find fansubs (which are quite lovely).

other bittorent websites can be found in google search. go fin it yourself, there should be lots of them.
instructions:
download bittorent client, recommend using bitcomet or azeurus.
then download any anime you like. this should take long time to download finished due to ur internet speed. so be patient, i think it should be completed around 1-2 days dling each anime.

Realitylapse has a couple I think. You don't have to sign up, but they have a limit download speed, but it's not bittorrent.
