Since i didnt use coasters on my desk, some spots have absorbed the water and swelled up, and the paint chipped off in those areas.I was wondering if sanding down the desk, then painting it would fix it?

regardless of what it is made of - if you can sand it smooth- it can be repainted

Two questions ; 1 Is it real wood, or partical board? 2How thick is the paint? If it is partical board It will be very hard to ever get it totally smooth again. you might try sanding it as smooth as you can then gluing a new piece of masonite board or thin plywood to the top and painting that. They will cut the exact size piece you need at h.d. or lowes. If it is real wood and the paint is not too thick(one or two coats) you can probably get by with just sanding the spot, feathering the edges real good and repainting it. If the paint is real thick you'll probably have to strip the whole top and sand it smooth before repainting. Sanding thick paint usually just makes a big gooey mess. Try a heat gun to strip off the old paint.
