when you pull on the chain type adjustment they hardly move.the rope pull part works to draw them back and forth ,help,is there any type of adjustment or oiling that will help the chain move the blinds

Depends on the blinds. If you have the, uhh, "less expensive" blinds this can happen over time. There's a twisted rod that runs the length of the blinds that can lose its twistiness, and plastic hooks that can get worn out where they attach to the twisted rod. There is no easy fix, you'll have to replace the blinds.

These things are great looking when they work properly, but a real pain when they go haywire. Pretty much the only way to remedy your situation is to take all the blinds slats off the hooks, take the bracketry down and take it apart. Something has come apart inside the shell. You'll need to find it and reassemble it proplerly to get it to work. You shouldn't lubricate anything in this unit, it would just run out on the blinds and make a stain. It will be tedious work, and sometimes a second pair of hands is useful.
