I'm suprised you have to ask that question. Your question was written in good english and I'm assuming you have enough resources already to have internet access and maybe paying for it yourself. You were able to find this site and forum to ask a question so I would think if you applied yourself a little more you could find another alternative to welfare. If and when you do get yourself some medi-cal and/or welfare let me say 'you're welcome' in advance since I'm a resident of California and my employer and myself along with most other working residents will be paying for your expenses. you look in the yellow pages for people who sell health insurance

then you call a few of them

then you pick one you like and can afford and you start paying for it and using it

just like buying anything else really

You need to go to Social Health Services and apply for one if you can prove that you have no income or very low income and no assets.
